Interview with Mary Catherine Toker by Brien Williams

Biographial Note

Mary Catherine “M.C.” Toker was born on August 13, 1959, in Miami, Florida, to Donald L. Toker and Mary Brennan Toker. Her father was a physician for the U.S. Public Health Service, and Mary Toker grew up in various locales around the world, including London, Hong Kong, and Japan. By the time she went to high school, her family had settled in Washington, D.C. After high school she attended Mount St. Mary’s College in Emmitsburg, Maryland, and pursued a degree in international studies. She interned with the Department of Defense, where she worked on various policies regarding U.S. relations with other countries. She went to Maine to work on the 1982 Democratic coordinated campaign, and in 1984 she worked on the Mondale presidential campaign in New England. She then returned to D.C. in 1985 and began to work for Mitchell’s Senate office as a legislative correspondent. She dealt with foreign affairs issues for Mitchell’s office and moved to the deputy president pro tempore office when Mitchell moved there. She was involved in reviewing the schedule of visitors to ensure that Mitchell personally met with as many Maine constituents as possible and that VIPs were handled appropriately. In 1988, she left the Senate office to work for General Mills, where she served as vice president of government relations at the time of this interview.

Charlene Sturbitts was born in Evanston, Illinois, on June 16, 1950, to Mary Jane and William Sturbitts. She grew up in Washington, D.C., where her father was employed on the overt side of the CIA. She attended private schools and Sweet Briar College, where she volunteered for the Muskie presidential primary campaign. After graduating from college, she spent a summer as an intern on the Subcommittee on Air and Water Pollution and was then hired in the fall by Leon Billings as a researcher for the subcommittee. She attended law school at night at Catholic University while continuing her work preparing drafts for what would become the 1977 Clean Air Amendment, graduating in late 1978. When Senator Muskie left the Senate to become secretary of state, Charlene was asked by George Mitchell to join his staff working on environmental issues. She became his legislative director before leaving after five years to work as a lawyer. At the time of this interview, she was an attorney and advisor in the Office of Legislation and Regulatory Law in the Office of the General Counsel of the U.S. Department of Energy.

Robert Martin “Bob” Rozen was born on December 11, 1955, in Richmond, Kentucky, to Morris and Rosalyn (Eilenberg) Rozen. He majored in Soviet studies at Miami University (Ohio), graduating in 1977; he earned his law degree at George Washington University. He interned for Senator Wendell Ford as a legislative assistant for the Senate Finance Committee and then continued to work for him after law school. He also earned a master’s in tax law from Georgetown University. He worked on Senator Mitchell’s staff addressing tax, trade, and financial service issues.

Patricia Ann Sarcone was born in Newport, Rhode Island. She grew up in Des Moines, Iowa, and was graduated from St. Mary College in Leavenworth, Kansas, with a degree in business administration. In 1969 she joined Iowa Senator Harold Hughes’s staff in Washington, DC, where she remained until 1975. She then worked on Iowa Senator John Culver’s staff until 1980, when she joined Walter Mondale’s presidential campaign. She worked for Occidental International before joining Senator George Mitchell’s staff in 1988, working as Mitchell’s executive assistant until he retired in 1994, when she transitioned to work for Senator Tom Daschle.

Janet Mary Dennis was born on September 5, 1945, in Pittsburgh, Pennsylvania, to Clemenza Rowlandson Sullivan and William Aloysius Sullivan. Her father was a postal inspector and her mother was a parochial schoolteacher. Janet grew up in Waterville, Maine, and was the youngest of five children. She attended Thomas College. In May of 1965, she spent a year as Senator Muskie’s secretary in Washington, D.C., and then became the office manager in Muskie’s Waterville and Augusta state Senate offices. She also did work for the Senate Public Works Committee on the Subcommittee on Air and Water Pollution under Leon Billings until May of 1970. She worked with George Mitchell on Muskie’s 1970 U.S. Senate reelection campaign. In 1980, when Mitchell was appointed to Muskie’s Senate seat, she remained on staff working in the Waterville state Senate office. Janet’s sister graduated in the same high school class as George Mitchell’s sister, Barbara.

Colleen Quint was born on September 22, 1963. She grew up in Portland, Maine, attended Deering High School, and Bates College, graduating in 1985. She first met Senator Mitchell in the fall of 1985 while working as an intern in his Washington, D.C. office. She worked at the Christian Science Monitor for three years as editor for Western Europe and Great Britain, then returned to Maine for law school and practiced law for ten years. She is married to Bill Hiss, who was involved in the founding of the Mitchell Institute. At the time of this interview she was executive director of the Mitchell Institute.

Biographial Note

Joanne Amnott Hoffmann was born April 23, 1936, in Lewiston, Maine. Her father was the chief of police in Lewiston, and her mother was a housewife. Joanne graduated from Lewiston High School and continued her education at the Auburn School of Commerce, learning shorthand and typing. She became a legal secretary, first working for Harris Isaacson and then for the firm of Clifford & Clifford under William Clifford. In 1959, she moved to Washington, DC, as Senator Muskie’s personal secretary. She stayed in the Senate office until 1965, when she married Frank “Nordy” Hoffmann, a Washington lobbyist and sergeant-at-arms of the U.S. Senate from 1973 to 1981. The Hoffmanns and the Muskies maintained personal friendships in later years.
