- Biographical NoteJohn William Warner was born February 18, 1927, to John W. Warner and Martha Budd Warner. He grew up in Washington, D.C. and was graduated from Woodrow Wilson High School in 1945. He enlisted in the Navy after high school and is a veteran of World War II. After leaving the service he attended Washington & Lee University in Lexington, Virginia, graduating in 1949. He attended law school at the University of Virginia but left to serve in the Marines during the Korean War; subsequently, he received his law degree from George Washington University in 1953, served as a law clerk and became an assistant U.S. attorney before going into private practice in 1960, when he also served as a member of Richard Nixon’s advance staff during the 1960 presidential campaign. He married Catherine Conover Mellon in 1967 and they had three children before divorcing in 1973. In 1969, Warner was appointed undersecretary of the Navy, and then in 1972 he rose to be secretary of the Navy, a post he held for two years. President Ford appointed him director of the American Revolution Bicentennial Administration. In 1976, he married Elizabeth Taylor; they divorced in 1982. In 1978, Warner ran unsuccessfully in the Virginia Republican primary for the U.S. Senate; however, when the nominee was killed in a plane crash, he was asked to step in with only ten weeks until the election. Warner managed a narrow victory, earning the nickname “Landslide Johnny,” and remained in the Senate for thirty years, eventually retiring in 2009 as Virginia’s second longest serving senator. Michael “Mike” Aube was born on July 17, 1950, in Biddeford, Maine, and grew up in the Biddeford-Saco area in a Franco-American bilingual family. His mother worked as a clerk/cashier at a grocery store; his father was an electrical worker for a small electrical contractor in Saco, then began his own small electrical contracting business. Mike attended Boston College from 1968-1972, majoring in history and education. Although he became a certified teacher, he entered the realm of government and politics, working for George McGovern in 1972, and in 1973 becoming president of Maine Young Democrats. He served on Maine’s Democratic State Committee and worked for George Mitchell. Between 1975-1980, he went to Washington, DC, to work for the Senate Budget Committee (Muskie was chairman of the committee) as a researcher and was then promoted to director of special projects in Maine. He stayed in Washington until 1981 as Senator George Mitchell’s executive assistant. He has worked with the Economic Development Administration of the Department of Commerce, with jurisdiction over Maine, Connecticut, and Rhode Island. At the time of this interview he was Maine state director for USDA Rural Development.

Steven Symms was born on April 23, 1938, in Nampa, Idaho. He earned his degree in agriculture in 1960 from the University of Idaho. He served in the Marines for three years, worked as a private pilot and a farmer, and was editor of the Idaho Compass. In 1972 he ran as a Republican candidate for Congress, serving for four terms in the House of Representatives until 1980, when he ran for the U.S. Senate and served two terms. After leaving the Senate, he founded the consulting firm Symms, Lehn Associates, Inc. At the time of this interview, he was a partner at Parry, Romani, DeConcini & Symms, a lobbying firm in Washington, D.C.

Daniel Robert “Bob” Graham was born November 9, 1936, in Florida. In 1959 he received a degree in political science from the University of Florida, and he earned a law degree from Harvard University in 1962. He was elected to the Florida House of Representatives in 1966 and to the Florida State Senate in 1970. He served as governor of Florida from 1979-1987 and as U.S. senator from 1987-2005. While in the Senate, he served as chair of the Senate Intelligence Committee. In 2004, he ran unsuccessfully in the Democratic presidential primary race. Since 2005, he has taught at Harvard University, the University of Florida, and the University of Miami.

Walter Stephen Hart was born January 17, 1955, in Washington, DC, to Peter William Hart and Mary Jane Strauss Hart; his parents were librarians. He attended Arizona State University, where he earned a degree in mass communications. He worked at a radio station in New Hampshire and covered the 1980 presidential primaries. He returned to school at Ball State, graduating with a degree in journalism and a minor in public relations, after which he moved to Maine, where his wife was working. He worked for Maine congressional candidate Phil Merrill in the 1982 primary, and after Merrill lost to John Kerry, Hart worked as Kerry’s press secretary. Hart was hired as a legislative assistant to Senator Mitchell in March of 1983. He was primarily responsible for Agriculture, Veterans’ Affairs, Governmental Affairs and Energy and Natural Resources issues. He remained on Mitchell’s staff until the senator’s retirement in January, 1995. At the time of this interview Hart was deputy director of legislative affairs for the USDA Forest Service.

Jeffrey Ward Peterson was born on March 23, 1954, in Lexington, Massachusetts, to Jean H. and Dr. Merrill D. Peterson. He grew up in Lexington until age ten, then moved to Charlottesville, Virginia, in 1964. He attended Bowdoin College and studied away for a semester at American University, where he held an internship with the Senate Subcommittee on Intergovernmental Relations. After graduation he worked in Maine for two years, married, and moved to Seattle, Washington, to attend the University of Washington Graduate School of Public Affairs, where he earned a master’s degree while working part-time for the Environmental Protection Agency. He was later hired by the EPA to work at its Washington, DC, headquarters, and several years later he had the opportunity to work in Senator Mitchell’s office advising on water issues. He worked for the Environment and Public Works Committee for approximately eight years and then returned to work for the EPA. At the time of this interview, he was a senior policy advisor in the EPA Office of Water.

Grace Reef grew up in Portland, Maine, with her father, Norman Reef, an attorney, and her mother, Patricia Reef. In 1974, as a twelve-year-old, she was the first female Little League baseball player, having sued to integrate girls into the program. She first heard of Senator Mitchell when he ran for governor in 1974. She attended Colby College, graduating in 1983 with a degree in public policy. During college she interned in Mitchell’s Senate office in Washington, D.C.; she worked as a legislative correspondent and was later promoted to be a legislative assistant, eventually becoming one of Mitchell’s senior advisors on children and poverty issues and economic development. She worked for minority leader Tom Daschle after Mitchell retired in 1994, continuing to work on issues of welfare reform and child care. She also worked for Senator Chris Dodd as the minority staff director of the Senate Committee on Health, Education, Labor, and Pensions Subcommittee on Children and Families. She has served as director of intergovernmental affairs for the Children’s Defense Fund. At the time of this interview, she was chief of policy and evaluation for the National Association of Child Care Resource and Referral Agencies (NACCRRA).

Martin Patrick “Marty” Paone was born in Everett, Massachusetts, in 1951. His father was a National Labor Relations Board field examiner and his mother was a nurse. He attended Boston College, graduating in 1972 with degrees in economics and philosophy. He moved to Washington, D.C. in September of 1974 to pursue a master’s degree in Russian studies at Georgetown University, and while there he worked in the House post office and as a parking lot attendant at the Senate parking lot. This led to a job in the Senate Cloakroom in 1979 after he completed his degree. In 1982 he joined the Democratic floor staff, and in 1991 he became assistant Democratic secretary of the Senate. In 1995 he succeeded Abby Saffold as the Democratic secretary and remained in that post until 2008. At the time of this interview, he was a member of the lobbying firm Timmons & Company. Martha Pope was born in Newcastle, Pennsylvania, and grew up in Connecticut. She attended the University of Connecticut, majoring in sociology with minors in psychology and statistics and in art. She earned a master’s degree in art education at Southern Connecticut University. She taught art for five years in elementary and junior high school, and then she moved to Washington, D.C. and started work on Capitol Hill. She worked for Senator John Culver, and when Culver lost his bid for reelection, Senator Mitchell kept her on as Environment and Public Works Committee staff focusing on fish and wildlife issues. She became his administrative assistant, and when he became majority leader she became chief of staff to the majority leader. In 1990 she was nominated to be sergeant-at-arms of the Senate, and in 1994 she became secretary of the Senate; she retired from that office in January 1995. She joined the State Department to work with Senator Mitchell on Northern Ireland issues, which eventually led to the Good Friday Peace Agreement of 1998. Abby Saffold was born Carol Abbott “Abby” Reid in Baltimore, Maryland, and attended high school in Framingham, Massachusetts. At Bates College, she majored in history with a minor in government, then began a master’s degree program for arts in teaching at Antioch College; as part of that program, she taught junior high school for a year in Washington, D.C. She decided to pursue a job on Capitol Hill and found work first for Congressman William Lloyd Scott and then Congressman Lloyd Meeds. Subsequently, she was hired as a legislative secretary by Senator Gaylord Nelson and then worked for the Subcommittee on Constitutional Amendments for Senator Birch Bayh. In 1979 she joined the Democratic Policy floor staff, where she remained until Senator Byrd nominated her to be secretary for the majority (Democratic secretary) in 1987. She retired from that position in 1995.
